The file you’ve referenced is a core WP file, so I wouldn’t imagine this to be the cause of the problem as otherwise more people would have reported it. I would advise speaking with your host to see if they’ve replaced any additional restrictions, max upload or if the timeout is due to an issue their end etc. Sometimes making changes to the php.ini won’t always work if the host has additional restrictions in place, or if they’re providing shared hosting and are overloaded with requests etc.
